Yet, since most scientists and managers see only parts of the overall problems, it is a major challenge to co-ordinate and integrate sectorized approaches to water management that still dominate all over the world. Institutional arrangements have to allow and facilitate a crosscutting dialogue. I strongly belive that in order to achieve innovative approaches it is necessary to re-educate consultants and loan and aid officiers. There is need for a radically improved governance, based on new paradigm of social mobilisation. Water's governance refers to the range of political, social, economic and administrative systems that are in place to regulate the development and management of water resources and provision of water services at different levels of society.

So when we decide to foster environmental innovations, first of all we have to take care about the whole image, why we should promote it, how to present it to each human categories(scientists, managers,simple workers), so we can use their communication canals to reach them.
