Can private entities and market mechanisms cater for the basic water needs of all individuals in society?

The introduction of private partners in the water service sector occurs in different forms.Thus, several public-private partnership models have been put in place, depending on the role played by public and private sectors, respectively.
Generally, we have to distinguish:
- (Co-)Financing the assets
- Service provision
- (Temporary) Ownership of the assets. It might be agreed that after several years of ownership or service, the asset becomes public.
